1. Group Stage

48 teams are drawn into 12 groups (A through L), each with 4 teams. Every team plays 3 matches in the group stage. Points: 3 for a win, 1 for a draw, 0 for a loss.

After all group matches, teams are ranked by points, then goal difference, then goals scored. The top 2 teams from each group advance. That gives us 24 automatic qualifiers.

2. Third-Place Advancement — The Key New Rule

This is the biggest change from 2022. Of the 12 third-place teams, only the 8 best third-place finishers advance to the Round of 32. The other 4 go home.

The ranking of third-place teams uses the same tiebreakers: points → goal difference → goals scored → fair play record. This means a third-place team could be eliminated with the exact same record as another third-place team that advances — group difficulty matters.

3. Round of 32 — The New Knockout Stage
